In this brief, authors Edward Golding (MIT), Laurie Goodman (Urban Institute), and Jun Zhu (Indiana University and Urban Institute) analyze the recently proposed Federal Housing Finance Agency (FHFA) capital standards for Freddie Mac and Fannie Mae. These capital standards when finalized will affect the interest rate that millions of homeowners pay on their mortgages. The brief makes suggestions on how to better tie capital to risk.
